Not all rallies have timed stages to second. In the past, many rallies had a target time system which meant that stage had an arbitrary time that stage had to be covered in. Often target time was meant to be unachievable and competitor got penalty point for each minute his actual stage time was over the target time. Winner was the driver with least amount of total penalty points.
For such rallies there are a number of ways to present the result, including following (all for the same result):

In juwra.com only the last format is used, all results originally in points or minutes have been converted to a time consisting of hours, minutes and in some cases seconds.
Note that some rallies like Safari did not use stages as a such, the target time was for between two time controls. Also note that it was possible to have total time either for stages times plus penalties or just for the penalties.
