Until 1979, four-wheel drive was on list of banned technologies.
Change came about when Jean-Claude Bertrand, organiser of Bandama Rally (Ivory Coast), asked CSI whether his rough event could admit four-wheel drive vehicles. He had entry application from Range Rover -team and so dispensation was given.
Hunschke von Hanstein, the german delegate at CSI, heard of this decision. He persuaded CSI to allow four-wheel drive cars on all rallies, using Ivory Coast as an excuse. CSI agreed, thinking that 4WD would be confined to "jeeps".
